The only way to tax the wealthy successfully is through a global government. Otherwise, wealthy people can merely hop from country to country to avoid the highest taxes. Global corporations have been doing this for decades and it is just getting worse as second and third world nations provide a cheap labor, low tax, low regulation alternative to western nations. Problems with a global government are many, but one would be the likely redistribution from wealthy countries to poor ones that would be much worse than the current problems with taxing the wealthy.
